16-18 Year Old Learners with no Full or Co-Funding

The report lists aims for learners who are 16-18 and have no Full/Co-Funding value entered. Learners with Funding Model 10 (ASL), 21 (16-18), 70 (ESF) and 99 (No Funding) are excluded from the report. For learners on Funding Model 45, their age at the start of the programme is used; otherwise the age at the start of the academic year is used.
